*We regret to see that in the

Convention between

Great Britain and China with regard to the extension of

Hong-Kong territory which is published to-day, the city

of Kowloon is left under Chinese control, This simply

means that one of the worst conceivable sinks of corruption is to be kept open almost at the gates of Hong-

Kong. Everyone who knows the Far East knows what serious evils have already arisen from the fact that the

Hong-Kong authorities have had no control over Kowloon,

and the perpetuation of this system is an avoidance of

our responsibilities which the Government ought not to

have adopted."
